We have some new evidence that Toga has been quite busy recently. He's recently been on a little escapade down south and the results are very telling.

- Every once and a while a penguin decides to free itself from whatever bonds have been imposed upon it. These penguins tend to follow a path that leads to a downward spiral of debauchery and experimental travel, especially so with tattooed penguins. From our perspective, these incidents could throw off the natural balance of things, and are simply unacceptable. We feel obligated to step in and "rectify" the situation. Know that these penguins are safe, and usually in a controlled environment, think Gitmo. After a decent amount of re-education and possibly unsolicited "donations" we will return these penguins unharmed, even better than before. Penguins that don't commit to the process have a tendency to be sautéd and served to the public for the edification and nourishment of mankind. Rest peacefully in knowing, WE HAVE YOUR PENGUIN.

I am pretty sure that I spotted Toga in Cozumel, Mexico swimming with Sharks...no doubt about it! You ought to research that!
